Faculty Biographies
Shawn Cullinane
Mr. Cullinane is the Clerk-Treasurer of the Village of
Lindenhurst, NY. He received his Juris Doctorate from Touro
College Jacob D. Fuchsberg Law Center and his International Institute
of Municipal Clerks CMC designation from the Syracuse University
Municipal Clerk's Institute. He received his MMC designation in
2009, completing his education through the NEMCI and Academy
Porgram. He currently serves as Counsel to the NY State
Association of City and Village Clerks, and is a member of the IIMC
Ethical Standards Committee. Mr. Cullinane was also elected to
the Governing Board of the NY Cooperative Liquid Assets Securities
System, a financial cooperative overseeing the municipal
investments of over 600 New York municipal entities. He has been
a previous presenter at several NY State Clerk conferences, and IIMC
conferences. His focus is municipal financing and budgeting.
Robert M. Gibney
Mr. Gibney is principal
of Gibney Associates, a consulting group in program
planning/evaluation, restructuring and public relations for educaitonal
and social service organizations, on local, regional and state levels in
private and public sectors. He holds BA and MA degrees in
History and
Political Science, with advanced studies in educational
administration, and he served over 20 years as headmaster at two New York
independent schools. Mr. Gibney is active with historic
preservation, conservation, and professional boards.
Currently,
Mr. Gibney is an adjunct faculty member at Vermont's Green Mountain
College, and is an elected town official serving as Chair of the Board
of Listers in Dorset, Vermont.
Marilyn Greenberg
Ms. Greenberg has been an adjunct instructor at The University of New
Haven and Sacred Heart University for several years. In addition,
she is principal of Monroe Business Associates, and has been actively
involved with personal computers since 1984 and a full time computer
trainer since 1989. She began Monroe Business Associates in 1989
which offers training at individual client sites. In October of
1988, Ms. Greenberg opened a Computer Training Classroom in Trumbull,
Connecticut.
Matt McCoy
Brigadier General (retired) Matt McCoy served in the US Army and
the VT Army National Guard for 34 years. General McCoy was
commissioned as a 2nd Lieutenant in 1976 after graduating from the
University of CT and its ROTC program. He is a graduate of the US
Army War College and holds a Master's Degree in Strategic
Studies. General McCoy served in a variety of senior command and
staff positions. His awards include: The Legion of Merit, Bronze
Star, Meritorious Service Medal, Army Commendation Medal, and Combat
Action Badge (Afghanistan). General McCoy works for the Central
VT Public Service Corporation as the Operations Training Coordinator.
Pattie McCoy
Ms. McCoy is the Town Clerk/Treasurer of Poultney, Vermont. She
received her Bachelor of Science degree in Environmental Resource
Management from the University of Connecticut. She received her
International Institute of Municipal Clerks CMC and MMC designations
through NEMCI&A. She serves on the Vermont Secretary of
State’s Clerks Advisory Board and is a gubernatorial appointee to the
Vermont Municipal Land Records Commission. Active in state and
regional associations, she is a past IIMC Region I Director.
Currently, Ms. McCoy is an adjunct faculty member at Old Dominion
University and has been appointed to the Planning Commission and
Development Review Board for the Town of Poultney, Vermont.
Kerry Murphy
Ms. Murphy is a principal in
The Consultants, K. Sickler-Murphy, a records management consulting
group. She has a strong background in marketing and finance
and
was the president of a space design planning company. Ms.
Murphy
holds a bachelor's degree from R.P.I. in Troy, New York and is a past
member of numerous local boards, including the YMCA and the Zoning
Board. Ms. Murphy has been recognized in several newspapers and
magazines for her creative use of space and incorporation of
ergonomics.
In 2000, she was awarded the local Chamber of Commerce
Entrepreneur of the Year Award.
Roseann Potter
Ms. Potter has been teaching computer classes since 1985 in academic as
well as corporate environments. In addition, she is the owner of
TWB Systems, a software development company specializing in custom
database development. Ms. Potter holds a Bachelor of Science
degree in Management and Communications from Adelphi University and did
her Masters studies in Training and Learning at the New York Institute
of Technology.
Attorney E. Jack Shorr
Attorney Shorr is self employed with the law firm E. Jack Shorr Law Offices, LLC. As a practicing attorney for over
37
years, Jack graduated from the University of Connecticut School of Law.
While there, he earned the American Jurisprudence Award for
Excellence in Legal Process in Society. He is a Phi Beta
Kappa
graduate of the Univesity of Connecticut. Jack has taught
business law at Post College and has vast experience representing
clients in both the public and private sectors.
Kathy Sickler
Ms. Sickler is a principal in The Consultants, K. Sickler-Murphy, a
records management consulting group. Kathy has consulted on
records management projects for local governments throughout New York
and Connecticut. Ms. Sickler is a former Town Clerk.
She
has over 20 years experience in records management and office
administration. Ms. Sickler received a top New york State
award
for excellence in records management and received international
recognition for oustanding leadership in Records Management from IIMC.
Ms. Sickler holds the RMC (Registered Municipal Clerk) and
CMC
(Certified Municipal Clerk) designations.
Massachusetts
State Representative Harriett Stanley
State Representative Harriett
L. Stanley is returning to NEMCI&A and is thoroughly excited
about
it. As a Legislator, she is known for her high-energy and
hands-on
approach to her job. As a finance professional, she's known for
calling them as she sees them...whether it's on Wall Street, on Main
Street or on Beacon Hill.
Patricia
L. Vaillancourt
Ms. Vaillancourt is a skilled trainer and career
coach with exceptional communication skills. She graduated
cum
laude from Salem State College and currently works with a variety of
colleges, the military, and numerous state agencies as a career
trainer. She has presented workshops in all areas of career
assessment and job search skills and provides coaching and resume
development. She has received many awards including those
given
to her by former President Bill Clinton and by former
Massachusetts Governor Michael Dukakis.
Don Von Nostrand
Mr.
Nostrand is the principal of an elementary school in Vermont.
As a
school administrator for eight years, he is responsible for maintaining
a 17-acre campus, supervising 40 employees, and managing a $3.5 million
dollar budget. Don is a part-time faculty member at Lyndon
State
College and is currently studying for his doctorate in Transformational
Leadership, with a focus on policy and law, through Franklin Pierce
University.
